Windows 10 Pro license

Hello, is this license from site www.goodoffer24.com legal or illegal?

Any site that is not Microsoft is not a valid license.
These sites that you are referring to use license that expire after 180 days.
So basically a scam.

Technically illegal. They are selling Volume license keys which may stop working anytime.

Beware of Product Keys Sold Separately

If you see a listing on an auction site, online classified ad, or other online page advertising product keys for sale, it’s a good indication that the keys are likely stolen or counterfeit. If you were to purchase and use a stolen or counterfeit product key to activate Windows installed on your PC, the key may not work for activation, may already be in use on another PC, or it might be blocked from use later by Microsoft when the key is reported stolen.

While those licences are not illegal, they are no use to you . ..

Those are volume licences for Windows 10, they will initially activate and after a month or so, they will de-activate as those licences are meant to be re-armed on a regular basis form the company servers, which you will not be able to do

Honestly, you would be wasting you money and would at a later stage have to purchase a legit copy of Windows . . .
