Windows 10 freezes and reboots after login screen.

<Original Title: What do I do?>

I decided to finally go ahead with the free Windows 10 upgrade from Windows 7 Pro. Since the install completed I cannot get past the login screen. As soon as I hit enter it freezes and eventually reboots.

Here is what I've tried:

•Boot from USB (downloaded on another PC) 

•Startup Repair - "..couldn't repair your PC"
•Reset PC - "we cannot reset your PC and keep your personal files"

The Start-up settings option is not present when I click troubleshooting>advanced options, so I don't know how to boot in safe mode. 

What can I do to repair this without wiping my hard drive clean?

We apologize for the inconvenience caused. Please try to boot into the lock screen and then follow the below steps.
 
Step 1: Safe mode.
 
Safe mode is useful for troubleshooting problems with programs and drivers that might not start correctly or that might prevent Windows from starting correctly. Safe mode starts Windows with a limited set of files and drivers. To start your system in safe mode follow the below steps
 
1. When you get to the sign-in screen, hold the Shift key down while you select Power > Restart.
2. After your PC restarts to the Choose an option screen, select Troubleshoot > Advanced options > Startup Settings >Restart. 3. After your PC restarts, you'll see a list of options. Select 4 or F4 to start your PC in Safe Mode. Or if you'll need to use the Internet, select 5 or F5 for Safe Mode.
 
Step 2: Unplug external devices.
 
Please unplug all external devices except your keyboard and mouse and monitors and then try to follow the below step.
 
Step 3: Clean Boot.
 
Putting your system in Clean Boot state helps in identifying if any third party applications or startup items are causing the issue. You need to follow the steps from the article mentioned below to perform a Clean Boot.

Step 4:

If the issue persists after trying the above steps then try the following steps.
 
a.  Press shift +  Restart.  After your PC restarts to the Choose an option screen,select "Advanced options" and then "Troubleshoot".
b. Select "Advanced options" and then select "Command Prompt".
c. If prompted, enter in the password for the user name.
d. At the Command Prompt, type the following commands and hit enter.
 
bootrec /fixMBR
bootrec /Fixboot
bootrec /rebuildBCD

At the sign in screen, I do not have a power option. Only a menu with Narrator, Magnifier, etc.

Thank you for the update.
 
Please try to do a reset of your computer (keep my files and check if the issue persist).
 
Firstly go to a different computer with a stable internet connection and download windows 10 onto a CD/DVD drive by going to the below link:
 
 
Now follow the below steps and check if the issue persists:
 
1. Restart your computer.
2. Press the manufacturer’s key for one time boot menu, normally it is F12.
3. There select CD/DVD/CD-RW drive.
4. Press any key to boot.
5. You will be redirected to an Options screen.
6. Select Troubleshoot>advanced options> Reset my pc>Get started.
5. A blue screen will follow giving you two options, Click either "Keep my files" or "Remove everything,” and select “keep my files” options.
6. Here, just follow the onscreen instructions.
7. Click next if windows warns you that you won’t be able to roll back to a prior version of the windows operating system.
8. Click reset when prompted. Windows will restart and take several minutes to reset itself.
9. Click Continue when prompted.

All your data, apps, programs will be deleted if you do a Reset. Please back up all your data. Before attempting a reset. Also please ensure that you have all necessary license keys, certificates, data etc needed to install all your apps and activating your windows 10 again.
