MS ToDo and the Task/To do Outlook list

One of the most upside down concepts to master is the difference between Tasks and To do's. It has been further compounded by it's interaction with the new TODO program.  First: Read this from searching...

"An item is added to the To-Do list when you add this flag to an email in your inbox. We know how easily emails can get lost in our inbox, so it can be helpful to add a flag to an email that requires a response, or has an action item within the message. As a follow-up to the flag, the email is also added to the To-Do List in the Tasks tab.

Also within the Tasks tab is Tasks. Tasks are items you create from scratch. They are not tied to an email message and you can add important details to your task. In the new task window, you can add details such as a start date, due date, reminder, and priority. You are also able to assign tasks to others to add to their task list, integrate your task list with OneNote, and send a status report update." 

To me that is backwards! ...I'll let that ride for a minute.

Next, I was told that all tasks that were in Outlook will sync and appear in the folder "To Do" in the TODO program. (Have we got enough to do's?) Since "Tasks" are defined as items created from scratch and To Do's (in Outlook) are flagged items, why is Task set up to sync with TODO program and not the To Do list in Outlook. MY LOGIC:  If we submit items from scratch and we use the TODO program, then we are most likely to create those scratch items IN THE TODO program. One probably won't be redundant and have two lists...one in Outlook and one in TODO. Given that, then why not have the syncing between folders that have flagged items. The To Do list in Outlook and the To Do folder in TODO. Those flagged items come into Outlook as to do's and will populate in the TODO program. That now covers all items whether they are messages or to do items. In other words I post all my tasks from scratch in the TODO program and I get my flagged messages synced to the TODO program if MS changes the list to sync from Tasks to To do's. Right now we don't get flagged messages in the new TODO program. Sorry this took this long to pop out but it is complicated to explain but easy to use.
