Is the issue specific to installing one app?
I appreciate you for providing details about the issue.
This issue may occur either due to corrupt Windows store files or if your computer is using any proxy connection.
I would suggest you to try following methods and check if it helps.
Method 1: Reset Windows store and check. Please follow these steps:
a. Press Windows + R keys to open run window.
b. In run window, type the following command and click ok.
wsreset.exe
If it does not help, use method 2.
Method 2: Disable proxy and then check the issue. Please follow these steps:
a. Press Windows + R keys, type inetcpl.cpl in run window and click ok.
b. Click "Connections" tab and then click "LAN settings".
c. Click to uncheck "Use a proxy server for your LAN" box.
d. Click ok, apply and ok.
