Unable to install updates 0x0070057 (2015-11-02-T-08_33_36P)

Please help!! My computer which is running windows 7 home wont let me update my cpu due to error code above. I have tried system file checker/windows update troubleshooter/microsoft safety scanner/scan for malware and still wont update. The update prompter still comes on telling me to restart so that important updates can be installed.I have been working on this for weeks trying evry1 suggestions. Any help would be greatly appreciated.

manually fix windows updates 

1) start>search>services >run as administrator
2) stop services> Background Intelligent Transfer Service and Windows Update
3) start>search>C:\Windows\SoftwareDistribution\DataStore 

one click to access too the folder DataStore and delete Logs & DataStore.edb
4) back to services and re-start the two services mention at step 1)
5) run the windows updates (note: in windows 7 the windows updates are always slow )
