i am having problems purchasing the special offer for the 3 month gold,i keep getting status error code 80190864...please help

That code means you have some sort of billing violation. Go to billing.microsoft.com and make sure all of your information is correct, up to date, and you don't have any balances owed. If you can't fix it there, you'll need to call support and talk to billing.
