Everything keeps getting put back into the queue and I don't think anything is actually downloading.

Right now I'm trying to download about 4 things. One is paused, the others are queued/downloading. The thing I'm trying to download is an update for RYSE, it's at 99% and been at 99% for about an hour. After launching the game and looking at the installation screen, it's pretty much as close as it can get to the end without actually being at 100%. This 1% should be ~30MB, and now I notice that some progress is being made (extremely slowly) but my internet is about .5MBps, so it should only take around a minute to download, which it's obviously not.

After this goes on for a while, it gets put back into the queue and one of the other queued items starts to download. It will then keep rotating between the queued items until I manually resume one of them. I've tried pausing the downloads I do not want right now, and when I do that it will just download a paused item. When I have only one thing downloading, it will occasionally be put into a queue for a few seconds before resuming. 

Also, I've tried downloading stuff while the system is off, but that always results in my "installations" being stopped and little to no progress being made on any of them. I am unsure if this is at all related, but I can't install a new game unless I disconnect from Xbox Live. I should probably note that I have a strict NAT type, which is strange as I've never had a strict NAT on the Xbox 360 or anything else, and I can't seem to make it open.

On the last part: I've tried port forwarding, putting the Xbox One in a DMZ, and both simultaneously, but it still says strict. Once it said open for about 10 minutes, but I couldn't figure out why.

Regarding download speed: Apparently my internet just decided to be retarded for a while, now it's normal and my downloads are downloading regularly, however the queueing problem remains. I also have a 6% download packet loss rate, I don't know what that means or how to improve it if that is influencing the issue so advice on how to fix this would be helpful.

I'm having a similar problem in that when I go to work with xbox one off or on I come home expecting it to be ready to play and I find that the install has been queued or stopped completely. Dead rising3 from disc I found disconnecting the internet made it speed up allot,I was able to play I till I turned the xbox off. When I came back later I needed to install all over again. Also titanfall is from the marketplace and must be installed with a internet connection and keeps queuing.

My games will download but the installation will randomly stop and when I finally get it to finish the games wont play. it will just take me back to the dashboard

samthings happening to me with AC4 DLC. Its forever queued. I select resume installation and it resumes for a split second before going back to queued. After a while it even says installation stopped. When I resume that, goes back to queued. Help meh.
