Can't use DLC from old console

Multiple people share the same console, but it recently broke (disc tray is knackered) . We all had DLC on that, but when we put the hard drive into another 360, certain stuff (e.g. ME2 DLC) wouldn't work. Re-downloading the content allows the original owner to use it, but not the rest of us, unlike on our other console. This is irritating, as now our ME2 won't allow us to play without the specific content. Suggestions?

You will need to transfer your licenses over to your new Xbox.
