Go to your dashboard and join xbox live and select your plan if there is a promotion buy it because you get a free gift in. 6-8 weeks after the promotions end and yOu get a discount

What region is your account set for? You can check this by going to https://billing.microsoft.com and clicking on "Personal Information". If this says US, that's why you are seeing US offers.
