My Microsoft Account/ Xbox LIVE Has Glitched, and is causing lots of issues *HELP*

Where to begin... I was wanting to download the new update to GTA V, the Beach Bum Update, and my account hasn't allowed me to do it all week, giving me a window that says I need to enter my credit card information in order to purchase this item (the DLC is completely free), so I tried to enter in my credit card information anyways, but it told me that I am not able to enter in that information, and with that, I am not able to play my favorite thing online right now, with is GTA Online. So, after a week of the same thing I decided to try and fix it, and came to the conclusion that it wasn't my xbox, or hardrive, but my account. I thought switching my Microsoft Account would be able to do the trick, but when I went on my xbox to try and change it, it said that I was not allowed/ able to change my Microsoft Account, and to try it later. So, I came to the final decision of going to the Xbox support site, and also tried signing in on here... It said that I have caused a glitch in the system as I tried to access the support groups, and gave me runtime errors. I also am not able to log out of the accounts on my Google Chrome Browser and it tells me that my account is loading, with nothing showing, anyways; I was able to get into a live chat with a support member, and they were not able to help me, so they told me to come here with a temporary account and to download Internet Explorer. I just hope this is a really easy fix... I have had a friend lose their Xbox LIVE account, and I do not want to suffer the same, as I have over 7k in Gamerscore, and have spent quite a bit of money for DLC, online accessories, etc., and have unlocked so many things through the games. The information for the accounts that are broken are:

First off, you should never post information like an e-mail address in a public forum. To get in touch with you we simply reply here, and we will work through solutions for you.

Now that you're using IE, have the 'Glitch' and runtime errors stopped? You should also be able to stop them in Chrome by clearing the cache, closing the browser and then re-opening it.

I would suggest that you log in at https://commerce.microsoft.com and make sure that your billing information is correct. You do not necessarily need a payment option on file, but you do need an up-to-date billing address.

Once you've updated that, you should clear the cache on the console and see if that helps at all.

Also run a Network Connection Test on the console and let us know what it says.
