Welcome to Microsoft Community and thank you for providing us an opportunity to assist you with the issue.
As per the issue description, you are unable to login to Microsoft account.
I would like to a gather little information on this issue:
1. Are you referring to Microsoft live account or Microsoft User account?
2. Were you able to login to Microsoft account earlier?
3. Have you set any proxy to connect to internet?
4. What is the exact error message?
5. If you are referring to Microsoft live account, are you connecting through Internet Explorer?
You may try the troubleshooting steps below:
Follow the steps to disable proxy:
a. Click the Gearbox at the top right corner in internet explorer.
b. Click the Tools button, and then click Internet Options.
c. Click the Connections tab, and then click LAN settings.
d. Uncheck the box next to “proxy server for your LAN”.
