Bad or No Sound on New Computer (MODIFIED)

Brand new computer but sound is distorted (echos), barely audible, or non-existant depending on the web site or file. For example, the sound on the how-to videos provided by Microsoft are barely audible. What I can hear has echos that completely garble the narrative.

1. Do you see any yellow exclamation mark in front of the sound device in Device Manager?

2. Did it ever work fine?

Scenario 1:
Distorted sound or echo.
Step 1:

I suggest that you run the Audio Troubleshooter that would help us diagnose the issue better.
Open the Playing Audio troubleshooter:
http://windows.microsoft.com/en-us/windows7/Open-the-Playing-Audio-troubleshooter

Step 2:
You may try disabling audio enhancements and check if that improves anything.

Here’s how:
a. Open Sound by clicking the Start button, and then clicking Control Panel. In the search box, type sound, and then click Sound.
b. On the Playback tab, click Speakers, and then click Properties.

c. Click the Enhancements tab, and then select the Disable all enhancements check box.

If you don't see an Enhancements tab in the Speakers Properties dialog box, those features are not available for your speakers and this procedure is not applicable to your computer.

If disabling audio enhancements solves the audio problem you're experiencing, this typically indicates that your audio driver needs to be updated. Check to see if an updated driver is available for your computer.

Scenario 2:
No sound in Internet Explorer:
You may refer to the below steps:
a. Open Internet Explorer. Go to Tools> Internet Options.

b. Switch to the "Advanced" Tab.

c. Scroll down to the "Multimedia" sub-heading.

d. Make sure the box next to "Play sounds in web pages" is checked. Click "ok". Restart Internet Explorer. Test to see if you can hear sound online.
