"Problem Reports and Solutions" or wercon.exe missing

I was trying to troubleshoot problems with IE 8 freezing and this page (http://support.microsoft.com/gp/pc_ie_VerifyRequirements2000) had me check to see if "Problem Reports and Solutions" is turned on.  I don't even have the wercon.exe file.  How could I not have it, and where can I get a copy?

2.      What performance issues do you have on your computer?

I have the same problem and no longer see Report Problems and Solutions in my Control panel. My wercon.exe file is missing.

I ran sfc /scannow and nothing has changed.

Please tell me where I can find the Windows 7 Starter version of wercon.exe?
