Hi,
1.What is the error message you get when trying to access any website?
2.What is the security software installed on the computer?
Method 1.
Choosing a network location: http://windows.microsoft.com/en-US/windows7/Choosing-a-network-location
Method 2.
Using the Network troubleshooter in Windows 7: http://windows.microsoft.com/en-US/windows7/Using-the-Network-troubleshooter-in-Windows-7
Method 3.
Try to set your computer in clean boot state and check if the same issue occurs. Setting your system in clean boot state helps in identifying any third party applications or startup items are causing the issue.
How to troubleshoot a problem by performing a clean boot in Windows Vista or in Windows 7:

Note: After clean boot troubleshooting step, follow Step 7 in the provided link to return your computer to Normal startup mode.
