Using 3TB drive as data drive under Windows 7 32-bit

As title

I'm using a UEFI mother board, but just not sure if I can use all 3TB of the drive as DATA drive for video storage.

Answer

If you're using MBR (master boot record) anything passed 2TB on the hard drive is not usable. Accessing over 2TB requires GUID Partition Table (GPT), or special drivers.
