Administrator Account from regular user

My brother gave me this pc so his screen was originally the only screen on this pc and was the Administrator account.  I thought I WAS set up as administrator as well, but am not allowed to do things like re-install the web cam.  On inspection, I see that I am listed as a reg. user (even though under my name it says 'administrator'.  I went into the Administrator account (my brother's) and tried to change the type of account there, but it will not accept the change.  

What do I do now?  Why is it not allowing the change even though I was in the administrator account?

Hello!

Log on to the Administrator account.

Go to Start menu -> All Programs -> Accesories -> right click Command Prompt -> choose "Run as administrator".

Type:

net users [ENTER]

to see the list of local users on the PC

net localgroup administrators [ENTER]

to see the list of users that are in Administrators group

To make your user an administrator, add it to the Administrators group with:

net localgroup administrator username_you_want_to_add /add [ENTER]

exit [ENTER]

to close Command Prompt window.
