Windows 10 Installed, but NO Start Menu

The actual upgrade from Windows 7 to Windows 10 had only minor hiccups, but it did get there.  

But now when I get to the Windows 10 desktop I see the Start Button, but it DOESN'T DO ANYTHING.

NO MENU appears when I click the Start Button.

I have rebooted the PC, but no change.

Additionally, when I right click the desktop and click on "Display Settings" or "Personalization" a warning pops up that says: 

This app can't open

Your trial period for this app has expired.  Visit the Windows Store to purchase the full app.

Isn't this a standard tool?  What's happening here?

Other related problems:

1. The Search doesn't work.  Can't Type in the search box and won't open when set to icon only.  

2. Right clicking on any Icon on the command bar does nothing.  It should open the options menu, nope.  Left clicking does start the app.

3. Clicking on the Notification icon does nothing.  Right clicking and selecting "Open Action Center" does nothing.

4. Opening a data files SOMETIMES ask what program should open it.  It seems to have lost its memory about what apps are associated with file extensions.

5. I uninstalled and reinstalled Evernote to see what would happen.  The program installed and started but I couldn't pin it to the command bar.  Did not affect the Start menu as at the very least I was hoping it would add a new program there.  Nope!  The desktop icon was created and that works.

There are problems all over the place.  I will keep adding them as I find them.

I'm having the same problems.

-Start button does nothing and windows button on the keyboard won't open the start menu.

-Right-clicking anything on the task bar either does nothing or takes about 10 MINUTES to work.

-Task bar completely dies randomly.. The clock's time won't even change.

-Notifications don't work.. It says there's new notifications but it won't let me open to check.

-Desktop shortcuts are disappearing and reappearing, then disappearing again.

-Computer is noticeably slower.. and this is a new and almost empty computer that really should not be slow.

-Task bar search only works when it feels like it.

-Nothing opens when I right-click on the desktop and select 'Personalize'.

-Whenever I restart it takes roughly 15 minutes for things to finish loading once I'm back on the desktop...

-Start button does nothing and windows button on the keyboard won't open the start menu.

-Notifications don't work.. It says there's new notifications but it won't let me open to check.

-Computer is noticeably slower.

-Task bar search only works when it feels like it. (twice in about an hour)

-'Personalize' works.

-Whenever I restart it takes roughly 15 minutes for things to finish loading once I'm back on the desktop.

I managed to find a fix which worked for me,

Run Powershell in admin mode and paste this command:

Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

Then restart your computer and the apps should work.

The problem is that running powershell in admin mode requires the ability to right click and set as admin, doesn't work.

I see, I was able to right click on the powershell.exe and run as admin from the directory but if your unable to do that I don't have a solution unfortunately. Hopefully someone else can help out.

I'm having the same problems.

Fortunately I can right click the start menu icon to open a Command Prompt as Administrator. From there I can type 'start powershell' which starts a powershell as administrator.

I pasted in Kester191's command. After about 10 minutes of running with lots of errors (see http://i.imgur.com/3jMpxCM.png ) it came to an end. I then restarted. It still takes a long time to sign on and all the issues previously described are still there, so unfortunately this didn't work.

I had the same issues -
inactive Start
unable to right click to icon on taskbar or on desktop
unable to open action center
I couldn´t perform the Powershell trick (no contextmenu)

So i had to wait....and after some hours and some restarts are these thing fully functional.
I think, this could be just matter of time when Win10 will works flawlessly.
