How do I enter accented characters like the n-tilde using my Surface Pro Type keyboard? Alt-164 doesn't work and there's no Num Lock key.

I'm not in front of my Surface right now, but if you're talking about the onscreen keyboard, did you try the other onscreen keyboard options? One is a full QWERTY and might also have numlock key?  The little keyboard icon bottom right swaps between the reduced keyboard (puts nums, symbols on alternate page), a left/right thumb split, a writing surface, and a more traditional full "qwerty".  I thought the full had a fairly complete complement of keys, but maybe I'm misremembering...

 

EDIT - just checked this vid which shows how to enable it if you had it turned off, but appears it doesn't have a Numlock either.  Still, you might try ALT-164 in this one, maybe it works here?

Sorry, this probably wasn't helpful after all, although that one does give you a direct button to access different language keyboards which might help.
