New-DkimSigningConfig returns error, CNAMEs exists

I've added the correct CNAMEs to my DNS, but I can still not add the DKIM config:

PS C:\WINDOWS\system32> New-DkimSigningConfig –DomainName domain.com  –Enabled $true
Creating a new session for implicit remoting of "New-DkimSigningConfig" command...
Error publishing public key TXT record. Config was not created. Please try again.

The reason I'm doing this is because Exchange admin center says "No DKIM keys saved for this domain." in the DKIM configuration for this domain.

Hi everyone,

This issue was posted to the Service Health Dashboard (SHD) as incident EX122983 starting at Oct 10 2017 7:37AM UTC. The user experience of this incident is: Admins may be unable to enable the DomainKeys Identified Mail (DKIM) anti-spam setting. Tenant administrators can view current information and updates on SHD at the link here

If you are experiencing a similar issue and do not see an SHD post, please let us know by sharing your tenant information via Private Message (PM) as this may indicate either a scoping issue or an independent problem. 

For affected customers to easily identify the information here, this thread will be closed. You may subscribe to this thread or refer to SHD for updated information. I will also post back here once the issue is resolved on SHD.​

Service Health Dashboard has indicated that issue EX122983 has been resolved as of Friday, October 20, 2017, at 11:00 PM UTC. If you are still experiencing an issue, please let us know as this may indicate either a scoping issue or an independent problem.
