microsoft outlook error code 0x800CCC1A

I have outlook 2013 and use a yahoo email address and can receive email but cannot send it out. I have tried everything I have found on the internet to solve the problem but nothing works. I am able to send yahoo email on my iPad but not on my desktop computer.

The incoming is set at 993 and outgoing is set at 465. Regarding encryption I have tried "SSL" and "none" and neither setting works.

I ended up switching to TLS from SSL for outgoing email and this solved my problem.
