Build 14366. Cannot access any settings, EDGE, OneDrive, etc Apps. Generates a "class not registered" message

Build 14366. Have installed build 14366. When it was finished, it generates a "Class not Registered" error when attempting to access the following apps: Edge, Settings, OneDrive, Groove. (see the screen shot below"

Cannot open the Action Center, Search, or desktop (it does nothing when selecting them).

Luckily, it would appear that I can still access email (outlook 365) and IE11.

As I cannot access the settings folder, I can't back out. As, I essentially am stuck in the mud, can anyone please help???

Sorry, should have included this. Yes, have restarted the system. Have also powered down as well. No difference.  Same issues.

There is an issue with accounts in this build. This weird account issue that I got may be related.

When 14366 had finished on mine, there were three accounts listed on the login screen.  I have only two accounts A (local) and B (MS) - the B account was duplicated, so the list was:

B (with correct account picture)

A (with correct account picture)

B (with the default account picture).

I logged in with the first B and it opened up but the usual "getting things ready" didn't occur, and and there were a number of weird things happening like blank icons in the system tray.

I logged in with A and "getting things ready" happened OK on that account and it was fine.

I restarted then only two accounts showed up.  I logged in with B and it all worked fine - still no "getting things ready" though for the MS account.  To be sure, I might delete the B account and set it up again.

Thanks for the update.

Your issue does not sound the same. When the install completed, the only account available is the MSA account (which is correct). I can only log on  with the MSA account as I don have access to settings to change things.

For what it's worth, I do have "GodMode" access...which does give access to a lot of settings.

(1) I can't access the account settings to delete, add, or change accounts. I have no access to the settings!!!

(2) Just for grins & giggles. I shut down the AV/suite (Webroot). Restarted system and no change. Have activated the AV/suite

(2) Look in the registry for what???

Do not just shut down 3rd party AV but uninstall.  Then make sure Windows Defender is activated.
If you shut down the code is still there in the computer.
