Soul shriven in coldharbour bugged out

I made it out of the wailing prison and to davons watch. I got side tracked on side queats. Finished a couple of those and I go back to the main story line and it tells me to talk to the prophet. I go to the area in the house and he's not there. Two NPCs keep telling me I shouldn't be there. I go back to the quest log and activate the quest an show on map and it shows up in the wailing prison....... Very confused very upset. I kept playing side quests hoping it would fix and now I'm at level 19 and really dont want to start another character. Any help?
