360 controller and windows 7 issues

I have windows 7, 64 bit version, a wireless xbox 360 controller, a plug and play connection via a USB port.  I've installed the Microsoft Xbox 360 Accessories Status program.  



Under devices and printers, Xbox 360 Wireless Controller via Play & Charge Kit shows up under "unspecified."  In properties, it says the device is working properly.  

But of course it's not.  The 4 light ring on the controller just keeps flashing, not stabilizing to show a light indicating it's made a connection.  Pushing the center "x" button doesn't bring up the status bar that it's supposed to.  Opening the   Xbox 360 Accessories Status from the start menu just shows


 "Connections

Click for help"



with no lights on the quadrant to show it's recognizing anything.


 I tried rebooting my computer and plugging the controller in again after rebooting.  Upon plugging it in again, it went through another round of looking for the driver.  



Checking for updates via "Microsoft 360 accessories" says there are no updates available at this time.

The Play and Charge cable can't be used to connect a wireless controller to the PC for gaming. It might be detected but it lacks the proper connections.
