Transferring Content Licenses from one console to another

Due to some problems with Halo Reach console, I need to transfer the content licenses from it to my other Xbox 360 console. On the http://www.xbox.com/en-AU/Support/LicenseMigration/Home webpages, it says I can do this once every four months but when I emailed Xbox Support, they said once every 12 months? Which is correct as I am planning on upgrade my non-Halo Reach console to the Kinect Star Wars console when it released in Australia and moving my content licenses from my non-Halo Reach console to it?

It was once every 12 months, but they've recently changed it to once every 4 months.
