HOW TOCONNECT WINDOWS 8 INTERNET VIA PHONE BLUETOOTH

I AM USE AN WINDOWS  8 HOW TO CONNECT AN INTERNET FROM MOBILE VIA BLUETOOTH. MY LAPTOP SPECIFICATION SONY VAIO 500GB HARD DISK,4GB RAM. MY PHONE SAMSUNG GALAXY Y. ANDROID 2.3 VERSION. AND ALSO I AM NOT ABLE TO CONNECT DATACABLE
