System Configuration Startup in Windows 10

System configuration will not stay on Normal Startup.  It always resets to Selective Startup with a black square in "load system services" and a check mark in "load startup items".  SFC scan detected nothing.  I've read on here that this is nothing to worry about, but I'm wondering if this has something to do with my problems with video streaming which, by the way, still exist.  (I check AMD daily for updates.)  I have a Toshiba Satellite C855D-S5230 with AMD Radeon HD 7310 Graphics.

As per issue description I understand that you are unable to reset the computer to start normally.

I would suggest you to disable third party security software if any installed on your computer and check if you can reset  the computer to start normally.

Disclaimer: Antivirus software can help protect your computer against viruses and other security threats. In most cases, you should not disable your antivirus software. If you do have to temporarily disable it to install other software, you should re-enable it as soon as you're done. If you are connected to the Internet or a network during the time your antivirus software is disabled, your computer is vulnerable to attacks.

I would also suggest you to do a clean boot and check if any third party apps are causing the issue. Placing the computer in a clean boot state can reduce software conflicts and help identify the root cause of the issue.

I'm using Defender only, with Piriform Ccleaner at the end of each session.  Followed clean boot instructions for Windows 7 (I came to Windows 10 from there.) with no effect on the problem.  Followed clean boot instructions for Windows 8.0 and 8.1 with no effect on the problem.  Also, still no resolution to the video streaming problem.  Unlike others, I'm going to stick with Windows 10.  I hope you guys prove me right!
