If that update is producing that blue screen, the best option is to hide that update, so it does not install on your system . . .

Download the tool from the link below, run that, in the list of pending updates, select that KB4480056 update and click 'Hide' that will stop windows from attempting to install it:

Uninstall all Net Frameworks in Settings > Apps > Apps & Features, restart PC and then reinstall them from here:
