Event 513 errors when setting a restore point or running backup software

I did a full reset of a Windows 8 installation and upgraded to Windows 8.1 via the store (I would have preferred a clean install, but this was the closest I could get). I have noticed that whenever I backup a partition or set a restore point, that I get errors in the Event Log with description

AddLegacyDriverFiles: Unable to back up image of binary Microsoft Link-Layer Discovery Protocol.

System Error:
Access is denied.

I'm not sure how serious this error is or what the fix is. Apparently, others have reported this problem without being able to find a solution.

Basically the same error is also responsible for System Image Backup malfunction. It ends up with an error claiming insufficient disk space, without creating the backup.

(This was from a clean install Win 8 x64 Pro to 8.1 x64 Pro.)

The backup operation that started at '‎2013‎-‎10‎-‎20T19:34:18.585000000Z' has failed because the Volume Shadow Copy Service operation to create a shadow copy of the volumes being backed up failed with following error code '0x80780119'. Please review the event details for a solution, and then rerun the backup operation once the issue is resolved.

I'm getting this exact error message as well. I've tried running elevated too but that doesn't resolve it.  Also tried both the GUI and CMD line backup tools but both fail with the same error.

This is an interesting idea. However, it is not clear to me that it is the problem. My 350 MB boot partition has 61 MB free space, which is more than that of some of the system configurations described in the referenced thread. Also, as an experiment, I tried backing up my C drive by itself and got the same errors. Again, the backups seem to be taking place successfully - the only indications of problems are the CAPI32 errors in the event log. Presumably, if the problem was with the boot partition size, I should not see the errors if I leave that partition alone.

Thanks. This is interesting.  I'm currently in travel status, but will try it when I return.

I get the impression that many of the errors/warnings that one sees in the event log for Windows 8 and 8.1 involve file permission issues.

I found this on the Macrium site. I haven't tested whether it's a fix though.

This relates to an old Windows Server KB article which does not work with Win 8.1
