I recently received msp from the united states.
I have a dummy account (this one) which the points are on.
I have my region set to california in the united states and I still get "purchase not availible in your region"

Hello, that's because you have an account located in the United States, yet you are from Canada. The content is region locked that is why you can't get the game. There's unfortunately no way around this, you'll have to make a Canadian account and get points on there (points are locked to the accounts they are redeemed on and there is no way to change the region from Canada -> US or the other way around) If the game does not pop up for Canada then you won't be able to access it.
