Want to remove payment option but can't

So I lost my credit card, canceled it and got a new one but since I canceled it I can't pay with that credit card, so i added a new one and want to pay the amount due with the new one... And it won't let me remove it even though I want to pay with the new one! How do I go about changing payments from my old CC to my new CC? It might be a separate issue entirely but I can't log in to xbox live now, even though my brother was on all day today. Maybe the lack of payment finally is in action and won't let us log on until it is paid.

Any ideas? Can't contact anybody on phone About it.
