We have a family account, for XBL gamertags with one account. We recently bought the Undead nightmare DLC and recently it can only be accessed from the main account (this one). When the other accounts try to play it, we are brought to the screen to buy it.

correct only on the purchasing console and the purchasing account can dlc be used
the dlc license does not apply to family accounts
only to the console that purchased it and the account that purchased it
however as long as all profiles are on the same purchasing console they can use the dlc
every 120days you can however use the license transfer tool at http://www.xbox.com/drm and change the purchasing console

Well, it depends on the DLC's game. For example, if you download Black Ops' DLC (any) and go online to play it with a different account, it'll let you. However, if you try to do extra missions offline with DLC, then you NEED to be on the purchasing account.
