Photo Gallery encountered an error and can't start, Error Code: 0x8007000b

Original title: Photo Gallery Error, can't start

 

When I try to edit photos in Photo Gallery on my Windows 8 Dell Inspiron laptop, I get the following error message:  Photo Gallery encountered an error and can't start, Error Code:  0x8007000b.

 

This is very frustrating. Photo Gallery will print the photos but they need editing to crop them, or lighten them a bit. I tried to find the program to de-install and then install but it is wrapped up with Windows Essentials I think and I can't find it to do that operation.  Please can you help?
