How to activate administrator account in safe mode?

I have two accounts "user1" ("user" level and I know this password) and "admin1" ("admin" level)accounts. Built-in administrator account has a password (I know this password) but it's not active. I changed my admin1 password and now I can't remember it.

I have tried to use built-in administrator account by "safe Mode" but it doesn't shows up in the list of users (to log in safe mode)? I logged in as a user1 account with cmd prompt. I typed "net user administrator /active:yes" but OS says "System error 5 has occurred. Access is denied". How I can use built-in administrator account (since I know that password) when it's not activated?

1. Set your BIOS so that it uses the DVD drive as its primary boot device.
2. Boot the machine with your Windows 7 Repair CD or with your Windows 7 installation DVD.
3. Press a key when prompted to boot from the DVD.
4. Select System Restore when prompted.
5. Set Windows back to a point before you changed the password that you forgot.
6. Enable and test the Administrator account so that you are in a position to perform basic maintenance when you have some problem next time.
