Windows 10 Updates Stuck at 0% Downloading

Running Windows 10 Pro on a Surface Pro 3 (update from 8.1).

The Windows Update tool is stuck at 0% Downloading for the past hour with no progress.  I have a number of updates due and they aren't installing.

Any help?  Thanks in advance!

I had the same issue updating from Windows 7 to Windows 10. I went to follow this guide and as soon as I completed Step 4, it started working. Weird!
