In order to understand the issue in a better manner, please share the following details.

  1. Which application’s or program’s scroll bar are you referring to?

  2. What was the exact steps that you used to change the size of scroll bar in your previous OS version?

 

The size of the scroll bar cannot be altered as it is inbuilt with the Windows Operating System.

I suggest you to share the details, so that we can assist you accordingly.

Would you please make changes to that "built in" feature. I have disabilities and need the wider "always there" scrollbar.

I also have disabilities and desperately need to increase the width of the side scroll bar

Download Winaero Tweaker to fix the problem.  It does the trick just fine.

I, too, have a vision disability and need you to change the "inbuilt" features to allow for adjustments to size and color of the scroll bars and text selection in Windows 10.

I'm with Miss Reynolds.  The scroll bar is too thin.

Could you please make it wider.

Silly question. It would be for all apps. Previous versions of Windows allowed customization of the multiple elements of the interface including the size of the scrollbar. For Windows 7 this was previously under right Click on the Desktop>Personalization>Window Color>Advance Appearance settings>drop down for customizing  multiple items including scroll bar size.

It used to be under properties and you could change it everywhere. Now it is so narrow a handy capped person can not hold the cursor on it.  Another Microsoft "improvement" at its best :(
