Import Contacts to Mail app in Win 10

After upgrading to Win 10 I can't figure out how to get my Outlook.com contacts list into the Mail app.  I did set up an account which synced to Outlook.com mail.  The mail was synched but the contacts synched to the People app and not the Mail app.  I went back to outlook.com and exported a csv file of my contacts.  Now I can't find a way to import the csv file into the Mail app.

Please follow the steps below to import CSV file into the Outlook Mail App.

1. Click on FILE > Open & Export > Import/Export.

2. Select Import from another program or file and click Next.

3. Select Comma Separated Values.

4. Click on browse. A Browse window will open please select the file and Click Open.

5. Finally click on Next.

6. Follow the On screen Instructions.

I can't find File menu in the Win 10 Mail app or in the the Outlook.com app, hence the Import command.  Did create a csv file of Outlook.com contacts but can't get it into WIN 10 Mail app.

same issue. I don't even see a "contacts" on the page.

 I would like to use this feature, but not if the contacts feature is useless

This is not an answer to the question.  The question relates to win10 mail app and is not an issue for Outlook community it is for the win 10 design team to answer.  They have got it wrong because they want to take control of many aspects of windows away from the users.

Was this reply a joke? or are you planning to add the File/Import command to Windows 10 mail app?

There needs to be a 'Unhelpful'  button next to the 'Helpful' one for this type of useless replies.

I too was frustrated by this problem and poor answer.  However, I did find a work around and now have my contacts in Win10 mail.

Of course it isn't a direct import.  You have to have an account on outlook.com, the old hotmail.com web interface.  

On the outlook.com (use have to be using the IE browser) page:

click the gear in the upper right hand corner

click on Options

Import Email Accounts

Email Apps on your PC

and then follow the prompts after installing the Mail Migration program.
