Here's the 2010 runtime, in 32 & 64 bit flavors:
The developer extensions are not downloaded but are installed as an option to the MSOffice software. You should be able to add in using the Control Panel / Programs / Change function. If this doesn't work, check the above thread for troubleshooting.

All of that is available, although a few users have had problems getting the features to show up once installed. In might be helpful for you to have a look at this thread, which details some of the issues:
