The calendar in Outlook 2016 is blinking/flickering.

I'm running Windows 10 and Outlook 2016 on a PC.  I have both an Exchange account and IMAP (gmail) email account on Outlook.  After the Windows update last week, my email started blinking.  Nothing else is blinking - not even my emails or any other apps.  I've run outlook / safe and the calendar still blinks.  I've disabled all the ad ins and it still blinks.  Any ideas?

As I mentioned, no other apps are blinking.  It only happens in the calendar of Outlook is open, and only the calendar blinks.
I'm also  noticing that when I'm typing an email (or reply to an email), the typing sometimes stops and then catches up.  There's a lag every few seconds.  It almost feels like something is trying to "refresh" constantly, stopping the programs from running properly.

Hold the Ctrl Key when starting MS Outlook - is the problem then replicated?

Yes, again as I mentioned before, I have started Outlook in safe mode and the calendar still blinks/resets.

After working on this for hours, I figured it out (with NO help from Microsoft I might add).  The problem was with the Anniversary update to Windows 10 (as i feared).  Specifically the update to Cortana.  Once I disabled Cortana, the flickering was gone.  I was also having issues with my scroll bar in file explorer - it was jumping to the top while I was trying to scroll down.  This was also fixed once I diabled Cortana.

Unfortunately, Microsoft doesn't make it easy to get rid of Cortana.  apparently there used to be a way to turn it off which was removed with the anniversary update.   I followed the directions on this site and it worked great!  http://www.howtogeek.com/265027/how-to-disable-cortana-in-windows-10/ 

Luckily, I never used Cortana so don't miss it at all.  Of course, it would be nice if Microsoft had a fix for the problems they created with this update.

Good find! I disabled Cortana by going into the Cortana settings. When it asked if I wanted to enable, I said "no" and now the text box that used to say "I'm Cortana, ask me anything" just says "Search the web and Windows." And the flickering/flashing is gone!

Have you gone to the Run command (or command prompt) and typed GPUpdate and run it?  That seems to create the flickering for me in Outlook 2016.

I am having this same flickering issue with the Outlook calendar and our IT team has not been able to come up with a solution.
