Some XBLA games don't work unless I do a license transfer

The games are Marvel vs. Capcom 2, Street Fighter 3: Online Edition, and Darkstalkers Resurrection.

With Marvel vs. Capcom 2, I get a message saying that the disc is unreadable and to clean it with a soft cloth whenever it gets to the character select screen. For Street Fighter 3 and Darkstalkers, I get an error saying "game couldn't start. Try downloading again." I've cleared my cache, redownloaded them from my download history so many times and that doesn't work. I've even tried downloading them to a flash drive and playing them without the HDD even connected, but I get the same results. The only thing that seems to do anything is transferring my license to my console. But even that only lasts a few weeks until I start getting the same errors again. Unfortunately, I'm only allowed to do this once every few months.

Does anyone know the cause of these problems?

Do you have any scratches on your disc that could be the problem

A license transfer will help....  Only 1 console/account has the right to play games at a time.

But why do I have to keep doing it? I've done it over 4 times over the years and it always works. But I bought the games on this console and HDD. I should also mention that I'm always online with the account that purchased them so I should be able to use them even if it's a different console.

NO...  You purchase the right to use a game on 1 console........  Transfer it to another and you must repurchase on the original.   Sorry..

I haven't changed consoles though. I bought the games on this same console and on the same account. I've been having issues with this for while. I've tried everything MS says and one of the things they never mentioned was license transfer but that seems to be the only thing that works.

And no, you can use things you bought on a different console as long as you're online signed into the account that you bought it on:

support.xbox.com/.../download-content

Hi JELIFISH,

Have we tried to delete the games, clear your cache, and then redownload them?

If not, I would suggest giving that a try, and we can work from there.

Also, when did this all start happening? Was there any changes made to your account or anything else you noticed?

I've done those things dozens of times trying to fix it but they don't help. It started happening when I bought MvC2 which I believe was January 2011. It never worked until I did the license transfer. And I got Street Fighter 3 and Darkstalkers on release day and they worked for about a month until giving me the "game couldn't start" message. I haven't made any changes to my account. I've been using the same account and 360.

It's possible that there's an issue with your console but there are a few things I would try before we look at a repair.

I would recommend these steps in this order:

I tried it a few times. Even mixed it with deleting the games and re-downloading them from my download history some of those times. None of it worked.
