Can I Purchase a Game for my 9 year old, or can he purchase rated M?

I changed all settings to allow him to purchase any game, also given his account the necessary points to purchase but each time I try to buy the game tells me he doesn't have permission.  Can either I purchase for him from my account or do we have to do it with his account logged in? 

I have 2 Xbox'sI, I have my account on one and his on another.  I want to purchase add-on so we can both play at the same time.  I know I will have to purchase one for each box.  So how do I do it?

The parental setting to allow your son to play M rated content do not allow him to download M rated content.  It's the same as when your in a store.  You can buy an M rated game for your son, but he can't buy it himself.

 

You can purchase the content on your (adult) account, and he should have access to it from his account.
