"The resource loader cache doesn't have loaded MUI entry"

Whenever I try to install a new program or run a .exe file, I get an error window that displays the message "The resource loader cache doesn't have loaded MUI entry". As I need this computer for school and need to add a few programs to be able to work on my assignments, I really need to get to the bottom of this. I have spent much time perusing Google as well as Microsoft Answers with no luck. Whenever I try one of the fixes suggested, I will get part way through the process when I have to access some program or another and guess what. I get the very same error. I have even tried to backup my information on a hard drive but the drive needs to be formatted. When I right click on My Computer and select manage, I get the very same error yet again. This has been very frusterating to me and any help would be much appreciated.
