Which Operating System do you have?

Which browser are you using?

Method 1:   Perform a clean boot and check for the issue.

 Method 2: 2Delete all the temp files.

Steps: 

a. Press Windows+R

b. Run window opens

c. Type %temp%

d. Press CTRL+A to select all

e. Press SHIFT+DELETE to delete the temporary files permanently

Method 3:  Place the computer on hardware clean boot.

Steps:

a: Unplug all the hardware connected to the computer except mouse and keyboard

    and restart the computer.

Method 4:  Uninstall any 3rd party security software.

Try to rename or delete the WebSetup folder and try again.

C:\Users\<user>\AppData\Local\Microsoft\WebSetup

Also, you could try downloading on another computer and create a bootable DVD or USB thumb drive and attempt the install on the computer you are using:

 When you purchase Windows 8 an email with the download link and purchase details will be sent to your email address that you use to purchase/register your product, you can just access that email and use the download link in it to re-download it on your computer.
