I had bought my laptop windows 8 originally from walmart, and after 2 months using it. I have this problem just today.  It won't let me open control panel,run,cmd,my webcam,dvd drive, regredit,default program and it wont let my click properties on computer after right click on it---> Every time i try to open it, I got this message/error   (This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator.)
i can not open system recovery at all it will say the same thing as above^
  Also my task manager and personalize got disable, plus the pc setting hyper link where i can reboot my computer to factory default is gone.

I can not shutdown/restart/ etc my laptop, all i can do to power it off is to press the power bottom.

My internet explore stop responding and froze there in my desktop even after i shut down my laptop and start the computer again, it will still be there.

my firefox browser will be white except the website bar there when i open it, but i can close it unlike internet explore.

My google chrome works fine for me, only google chrome( using google chrome to write this)


ps. I do not think this problem seem to be hyper link problem from outlook because i don't use them nor Microsoft office.
I have avast security internet pro-->i scan my whole computer and didn't find a virus.  <---avast having conflicts with expire norton internet security that came with my labtop.

Hi,

 

Let's analyze and identify the cause of the issue. Place the computer in Safe mode and run a virus scan.

 

Step 1: Safe mode.

 

With the Windows Startup Settings screen (formerly advanced boot options) you can start Windows in different advanced troubleshooting modes so you can find and fix problems on your PC.

 

Please follow the steps given in the link below to place your computer in safe mode.

If the issue gets resolved move to next step.

 

Step 2:

 

Run a virus scan on your computer.

Note: If any infections are detected during the scan, there might be a chance of data loss as the infected files will be deleted.

Hi,

 

This issue normallt occurs when the virus or worm might have changed the system settings to your user profile.

 

 

 I suggest you to create a new user account and checkif the issue persists.


Create A New User Account.

Setting up a new user account is a very easy process in Windows 8. There are two types of User accounts, a Microsoft user account and a Local user account. Refer this link for information about the two types of user accounts and how to create them;

Try to login with the new user account which is having administrator right and check whether the issue persists.
