Failure to display security and shut down options on Windows 8 64 bit

My pc was working fine this morning but then all the sudden started running extremely slow and was struggling to even get 5kbps download speed on a 20mbps internet connection, I restarted my computer and then when I got to the desktop, everything was worse. Now I can't open any app or connect to the internet, Internet explorer and chrome don't even come up at all, not even notepad or media player. When I try pushing CTRL+ALT+Delete, it gives me this error message:

 

Failure to display security and shut down options

The sign-in process couldn't display security and sign-in options when ctrl+alt+delete was pressed. If windows doesn't respond, press esc, or use the power switch to restart

 

I tried using Windows key + R to use MSConfig, but the first time I tried I got this message:

 

C:\windows\system32\msconfig.exe

The service did not respond to the start or control request in a timely fashion.

 

The second time I restarted and tried MSConfig, it worked fine, got it into safe boot mode, disabled some startup programs, and was able to access task manager through there. After I rebooted, I still had the same problems as before, no ctrl alt delete, no msconfig, can't connect to the net, and not able to open any apps or programs. I'm running on a wifi connection and can connect my laptop just fine wirelessly so I know it's not the internet service either.

 

My computer is not even a week old and is an HP Pavilion 20 All in one PC.

UPDATE:

 

I finally managed to get msconfig open and went through disabling some stuff while in safe mode, but it still didn't work. I did a system restore to a couple of days ago before I had all these problems as well, but the problem is still there. Later on after taking a break from it, I decide to go back into safe mode and disable all the programs I can using the msconfig and it is magically working SO LONG I am not connected to the net. When I connect to the net, it automatically goes back to how it was, not letting me open any apps or programs. I've already tried disabling Norton, but that didn't work. So I tried uninstalling Norton, but that didn't work either.

Did you ever figure out the cause, or solution to this? 
I was having the same issue, and tried the whole fix with safemode run cmd as admin, and  "netsh winsock reset". 
For me it did nothing.
I just ended up running the repair tool on the windows 8 Disc, and "refreshed" the install. 
I hope you found a solution better than what I did. Its funny how the computer would run perfect, but as soon as i'd plug in the cat5 cable, or a wifi adapter, it would start with the issue.

Sorry for the late response but no I never found a solution aside from the "refresh" install option. I tried pretty much everything I could but had no luck at all. I haven't had any trouble at all since then though, and still have NO clue what caused it.

...tried "refresh" and "reset" ending up with the same error.but,... good news for me: "winsock reset" method worked

for me!

i dont know how but i think i my case it was because of the graphic card update

when i updated my graphic card to the latest ver. this problem started 

so after weeks of researching about the solution i finally decded to downgrade the driver to previous version and it fixed the error

now no more error

For the specific error:

Failure to display security and shut down options

this may not be relevant to all users, but after hours of remote troubleshooting I found it was the pre-installed Mcaffee by HP, and user installed Eset causing some kind of conflict.

After removing both the system was totally responsive, and running correctly.
