Installing programs create error "Unable to execute file in Temporary Directory.Setup Aborted"

After Updating the Windows 8 Pro I get this error while trying some applications with exe extension.
"Unable to execute file in Temporary Directory.Setup Aborted
Error 5: Access is Denied"

The problem was there earlier and I refreshed the system using the installation disc. But again started after installing updates. Is it a problem with my system only or has anyone else faced this issue.
This issue does not occour if the program is run as Administrator. Even updating the Firefox Browser requires Administrator privilage.

Forget all these complicated Microsoft "solutions".

I had this same problem with na .exe file recently and the solution is very simple.

This is just some problem with Microsoft security level, so you just have to click the file with right mouse button and select "run as administrator"
