Suggest you scan the system for the pяesence of Vundo (aka Virtumonde).
It seems possible that your Windows installation has been deliberately damaged by a trojan (Vundo, along any uninvited guests. (SDBot and ZLOB, all protected by a rootkit.)) so as to prevent you updating your system or removing the trojan.
If the Windows Malicious Software Tool is not installed nor scanned the system recently, then suggest you first utilize it and see if it detects and removes Vundo.

Download and save the Fix it 50202 from the above page.
Close all open programs and browsers prior to running the Fix it.
Since the downloads are failing, when you run the Fix it choose it's Default mode when you run it the first time.
When it has finished running, check to see if updates download now.
If updates still fail to download after running it, then run it again and choose it's Aggressive mode.
Restart afterwards and see if the updates download now.
