How do I set my time zone to Lord Howe Island?

Lord Howe Island (373 miles north-east of Sydney) and has its own time zone, UTC+10:30 standard time, and UTC+11:00 when on daylight saving time. 


In Windows 7, there is no matching time zone in the drop down. Nor is there a match in the Registry (HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Time Zones). Nor is it listed in .NET/Powershell ([TimeZoneInfo]::GetSystemTimeZones()). 

Is there a hotfix or a setting somewhere to enable this to show up?

http://support.microsoft.com/kb/914387 shows a way to edit a current time zone to what you want (supposedly; I haven't tried it). Looks pretty involved from a quick glance.

Not sure why this was marked as an answer? The article has a registry file that contains binary serialized TimeZoneInfo objects that define a whole bunch of Time Zones. It doesn't show how to create custom time zones, and it doesn't include Lord Howe Island time in the list.

Use TZEdit to create a new one. Norfolk Island is also missing.
