Windows 7 to XP local network file transfer slow; but not vice versa

I have two PC's connected via Cat5 cable to a Linkysys router. One PC is running Windows 7, the other XP SP3.  When transfering files from XP to W7 pc; I get 80 MB/s transfer speed.  However when transfering from W7 to XP pc, transfer rate is about 1.5 mb/s.

I've done the following
*netsh int tcp set global autotuninglevel=disable.
*Turn off Remote Differential Compression.
*Disabled Remote Assistance.
*Unchecked ipv6.

And have run the W7 pc in safe mode.  No change.

Any additional thoughts?
