ext hard drive error "device not ready"

when i open the disk management my new disk show as disk 1 i get the initialize wizard and click ok thats when i get the message "device not ready" what do i do?

1. What is the make and model number of external hard drive?
2. Have you tried connecting to different USB port?

 
Try connecting the external hard drive on a different computer and check what happens.
 
Follow the methods mentioned below and check.
I would suggest you to run the troubleshooter.
 
Method 2: Remove and re-install USB Controllers
a.    Click Start; in the start search type devmgmt.msc and hit Enter.
b.    Expand Universal Serial Bus controllers.
c.    Right-click every device under the Universal Serial Bus controllers node, and then click Uninstall to remove them one at a time.
d.    Restart the computer, and then Windows will reinstall the USB controllers.
e.    Plug in the removable USB storage device, and then test to make sure that the issue is resolved.
 
 
You can also try running the Fixit and check.
