Windows 7 taskbar will not stay on top or will not unhide

Windows 7 Pro 64-bit, Dell d830, core2duo t7300, 4gb RAM

Windows taskbar settings are currently:

Lock Taskbar - unchecked
Auto-Hide - checked
Use small icons - checked
Taskbar location - bottom
Taskbar buttons - combine when full
AeroPeek - checked

Task bar will not stay on top of any other windows. In other words, after it autohides, it will not unhide. I can't tell which because I can't see it... So it either will not unhide or is unhiding but is under other windows. I assume it is under, because when I minimize all windows, it unhides fine by putting the mouse at the bottom of the screen.

Unchecking/checking above options multiple times does not change behavior

I've noticed unlike ALL other versions of windows, taskbar stay on top option has been removed from Windows 7. way to go microsoft.

Delete contents from C:\Windows\Prefetch. Taskbar "unhides" again.
